Subject – In favor of the School students of  Govt. Iteha Primary
School. To reopen the Govt primary school Iteha. Iteha school building
should not be misused for Govt Kota (Govt controlled ration shop).

सन्दर्भ  - जिला रीवा अंतर्गत गंगेव ब्लाक की ग्राम पंचायत कैथा की
शासकीय प्राथमिक पाठशाला इटहा को क्षात्रों के हित में पुनः खुलवाने
विषयक और स्कूल भवन का दुरूपयोग शासकीय रासन की दूकान आदि के रूप में न
करने विषयक.


Sir/Madam,

        We would like to bring in your kind attention that Kaitha Sarpanch
and IPC 354A accused Sant Kumar Patel (resident of Iteha) has forcibly
closed the Govt. Primary School Iteha (that comes under Shankul kendra
Amiliya). Now it is planned that the School building would be used for
the Govt. Kota which is ethically and legally not right activity.

We have the following points/reasons to support that Govt primary
school - Iteha should not be shut down forever:

1)      According to the Govt of India/MP schemes every village should have
its own schooling system for the students of that village area. So
that there should not be any problems for the primary level students
to travel far and wide for getting good primary education. In that
sense Iteha Govt Primary school was well located in right place and at
the Centre of the Iteha village. The entire Iteha village consisiting
of about more than 800 of the residents.
2)      Almost all Harijan-Adivasi (SC/ST) children of the village area
used to go to the school and were getting primary level education. In
this sense Harijan-Adivasi of the Iteha village were very happy that
their small children under the class of 5th level were getting
education at their doorsteps.
3)      Apart from the Harijan-Adivasi students other many villagers
(mostly Patel groups) has enrolled their children to that school as
well.
4)      Apart from the primary school also the Anganwadi Kendra was
hosted/operated by this Govt. primary school building thus providing
good space and security to the 50s of small under age of 5 years of
the village children at the Anganwadi in that Primary school building.
5)      Usually from perspective of the RTE (Right to Education Act) if a
school has already been opened in a village/locality what the govt and
district level school administration should do is to try all possible
ways to provide good and quality education to the students. If
sometimes there are negative outcomes such as the enrollment of the
less number of the student’s or some problems from the surrounding, in
that case what district school administration should do is to try to
sort out such problems. But certainly shutting down an already good
functioning school is NOT a right thing to do. This will be
unfortunate for the school students and village students for not
having a school in their village area.
6)      Sometimes it was reported that the Govt Iteha primary school’s
teacher and headmaster used to come drunk in school. This matter was
reported earlier and also I have myself complained this issue in
written to the BEO Gangev as well as CM Helpline of the Govt of Madhya
Pradesh. But there was need to take punitive and disciplinary action
against those of guilty teachers and headmasters of the school and
certainly it’s not the right decision to shut down the Iteha primary
school.
7)      Now in the absence of the primary school in Iteha the
Harijan-Adivasi (SC/ST) children of the Iteha village are forced to
travel far and wide to get the right education. They are forced to
travel one kilometer farther distance to the Govt. Primary school
KAITHA and about 3 KM farther distance to travel to Govt. Higher
Secondary School Amiliya. If there would still have been a school in
their own village these small and poor students would have not been
forced to travel far away to get education.
8)      (Kaitha Panchayat Sarpanch Sant Kumar Patel has criminal record) –
It’s unfortunate that the district administration has shut down the
Iteha school upon the recommendation of a sarpanch who already has
criminal record of IPC 354A, 294, 506 and 34 against the same women
Anganwadi teacher who teaches in the same school building. It is
therefore apparently clear that Sarpanch sant Kumar Patel is using his
sarpanch post to torture and blackmail Iteha Anganwadi worker Mrs.
Rajkumari Patel W/o Shri Sugriv Prasad Patel (resident of Iteha
village). Please refer to the PG Portal Complaints to the PMO and also
application No. 1360 and 1361 dated 24-05-2016. By doing so Sarpanch
Sant Kumar Patel is trying to force Anganwadi worker of Iteha to move
away from the Govt. Primary school building Iteha and thus not only
the school will be shut down the Anganwadi center will also be shut
down after sometimes. Since this 354A accused Sarpanch of Kaitha
panchayat is trying to transfer the Kota from Akalsi to the Iteha
Govt. School building.In this way the problem will not just be only
for the school students who lost their school but the problem will
also be to those of the Anganwadi children.
9)      (Sarpanch Sant Kumar Patel of Kaitha is using machines and JCB for
the Panchayati work of MGNREGA) – Even there have been more
corruptions in Panchayati work of Kaitha Panchayat in Gangev block
Rewa. I have myself complaints several times with photos and videos of
these corrupted activities however it’s unfortunate that no actions
been so far taken in these front.

Therefore looking into several points/issues narrated above and given
the criminal characteristics of the present Kaitha Panchayat sarpanch
Sant Kumar Patel such recommendations ofn shutting down and closing of
the already running primary educational institutions should NOT be
entertained. This will be unfortunate for the Iteha students, for the
people who favors to avail the good educations to the doorsteps and
even unfortunate for the Govt of MP/India itself that in one place
Govt using so much of the National/International/NGO and other funds
to promote the good and quality education for each and every one in
remote and far, and in other place its shutting down already
functioning/running schools and institutions. It is now clear that
with these policies people will be given the clear and direct message
that Govt itself is trying to marginalize the villagers and sending
the clear message that villagers are now forced by the Govt itself to
escape to better places such as in city areas and developed and elite
areas. In this way Govt is trying to distinguish/differentiate more on
the basis of poor and rich, giving more preference to city dwellers
than the villagers, and trying to send the message to the villagers
that their quality and work is not good and they must go far away to
city areas and other more developed areas to get the good life and
good education. That’s what is now clear from the Govt’s policies and
attitude.

                   Last but not the least now that what would be said
in this case that Govt must NOT shut down already running/functioning
schools and institutions rather it should set an independent committee
and try to find out what are those basic reasons and what are those
causes that’s forcing the villagers to escape in other places in
search of good life and good education. Govt should itself try to
provide the good and quality education even in the village areas
schools and should also give timely good training to the school
teachers. There must be an independent supervising team made of NGO
members, good retired teachers, educational activists and other
educated and social workers to inquire and find out what are those
things which can improve village living and education better and Govt.
should try to implement all such recommendations.

        Certainly it’s bad idea to shut down already functioning schools in
village areas. It’s against the basic human rights of the students and
children of that locality. This is like violating the basic human
rights of the village students to get good and quality education and
education at their doorsteps. We all oppose to this move of the
education dept./Govt and we request to reopen the Govt primary school
at Iteha as soon as possible so that the village students can get good
and basic educations and their doorsteps.
On behalf of all educationist and villagers of the Iteha locality
(Gangev block Rewa) we demand you Mr. prime Minister to reopen this
school and hope that this Iteha primary school will be reopened fast,
in favor of, and in the benefit of the Iteha villagers and students.
