           अपने समाज के दुर्भाग्य और नैतिक/सामाजिक/प्रशासनिक पतन की कहानी बयां करती एक और भारतीय प्रशासनिक व्यवस्था आपके सामने रख रहा हूँ. यह एक आम बात है कि आज के दिनांक में यदि  आपको कहीं भी मध्य प्रदेश क्या संभवतः पूरे भारत में कहीं भी अपना नाम गरीबी रेखा के नीचे जीवन यापन करने वालों की सूची में जुडवाना है तो वहां कुछ दलालों से संपर्क कर लें आपको वह सब तरीका बता देंगे की किस तरह से चार छः हज़ार रुपये पटवारी, आर आई और नायब तहसीलदारों को देकर कुछ ही दिनों या हफ़्तों में आप अपना नाम बी.पी.एल. की श्रेणी में जुड़वाँ सकते हैं. रीवा का भी नज़ारा कुछ वैसा ही है. जिला रीवा के मनगवां तहसील का मैं निवासी हूँ. जब मुझे समाज सेवा का भूत सवार हुआ तो मैं सब छोड़-छाड़ कर अपने गृह ग्राम कैथा में ही पंहुच गया और देखा की हम तो पढ़ लिखकर करके विदेश और जाने कहाँ-कहाँ तक पंहुच गए हैं लेकिन भ्रष्ट भारतीय प्रशासनिक व्यवस्था के चलते हमारे तहसील और जिले में स्थितियां कुछ मेरे बचपन जैसी ही थीं (या ये कहें कि मध्यकालीन) जैसा की मैं छोंड कर गया था. तब मुझे लगा की इस सबके लिए कुछ न कुछ अवश्य किया जाना चाहिए. मैंने लगभग सभी विभागों में प्रवेश किया और तमाम मुझे एक ही बात समझ में आयी और वह है मात्र भ्रष्ट्राचार ही भ्रष्ट्राचार. जब मेरी नज़र बी पी.एल के लोगों पर गयी तो मुझे आश्चर्य हुआ की यहाँ तो सब कुछ उल्टा पुल्टा है. जो नौकरीपेसे वाला है, जिसके पास सैकड़ों एकड़ जमीन है, जिसके नपस फोर व्हीलर है और जो बिजनेस कर रहा है और जो अच्छा खासा रसूखदार है उसका नाम तो बी.पी.एल में जुड़ा हुआ है और जिसके पास कुछ नहीं है, न रहने के लिए मकान, न कपड़ा, न भोजन वह अमीरों की श्रेणी में है. यह सब बहुत दुर्भाग्यपूर्ण था. इस सन्दर्भ में अब तक बहुत प्रयास हुए पर रिजल्ट स्पष्ट नहीं हो पाया है. हमारा यही मानना है की प्रयास मात्र अपने हाँथ में है तो वह हो रहा है. बांकी का आप सब स्वयं देखें की इन सब समस्याओं का क्या होगा और क्या किया जाना चाहिए...

INDIA. --------------------------------------------- Subject - Regarding malfunctioning of Revenue Dept. of Tehsil Mangawan (District REWA). Corruptions in BPL Card formation, Corruptions in Revenue Pass Books of land records, and corruptions in the lists of drought and OLA-PALA compensation. ------------------------------------------ Sir/Madam, The allegations/charges are the following: - 1) Tehsildar Mangawan, Nayab Tehsildars, RI of all circles, and Patwari of all Halka demands bribe for making revenue related documents. 2) Nayab Tehsildar Vais was captured by the LOKAYUKTA police of MP for such one act. 3) Nayab Tehsildars and Revenue Inspectors and Patwaris demands bribe for making BPL card. The bribe for one BPL card is about 3000 INR. 4) If some landlords/farmers visit to Patwari and ask for the land passbook then Patwari asks for the money between 500 and 1500 INR. If farmer does not give, Patwari do not deliver land passbook to the Farmers. 5) In year 2015-16 it was severe drought during this period in entire states. While putting the name of beneficiaries in the list of drought compensation the Patwaris and RIs demanded money for doing so. If the money was not given to the Patwari, RIs, Patwari and RIs and Nayab Tehsildar including Tehsildar did not entered many names of the real victims of the drought compensation. It was the case of the entire District Rewa. The complainant has enough proof and several application submitted to those of the real drought victims but those all the names were not entered into the drought compensation lists. 6) During the "Gram Uday Se Bharat Uday" abhiyaan, Mangawan Tehsildrs, Nayab Tehsildars and RIs did not visit to their related fields. Patwari were absent during this abhiyan. There are many people including RAJ KUMAR PATEL S/o UGRASEN PATEL (Kaitha), BAL GOVIND RAJAK (from Misira village of Halka Iteha No. 2) whose Passbooks has not been completed even they have submitted the necessary documents. Tehsildar demands for the bribes for doing the same. 7) Patwaris and RIs do not visit regularly to their Halka in entire MANGAWAN Tehsil. Many times such complaints were put upon the CM helpline of MP Govt but no meaningful actions were taken. The case remains same ans the Patwari RIs are absent in the field and people/beneficiaries are searching for them. 8) Many ration card has been made of the illegible candidates by taking the bribes from them. The real victims, poor people, and eligible candidates are suffering from poverty and Patwari, Tehsildars, Nayab tehsildars and RIs are not listening and they demands money to enter the names in BPL survey lists. Kindly see above all matters and take very strict and punitive measures. The suspension of all these guilty officials to be done immediately to improve the situation and to stop the malpractices.             हमारे सामाज और प्रशासन के अनुचित रवैये को वखान करने के अगले सिलसिले में हम आपको पंहुचाते है रीवा जिले की त्योथर तहसील के पटवारी हल्का क्र. 31 जो जमुई कला के नाम से जाना जाता है. यहाँ पर यहाँ के पटवारी कमलेश पाण्डेय द्वारा लगातार शिकायतों/आवेदनों के वावजूद भी पचासों गरीब किसानों के नाम वर्ष 2015-16 के भीषण सूखा सर्वे में नहीं जोड़ा गया जबकि उनके खेतों में एक दाना भी नहीं हुआ था जिनका की फोटो विडियो और साक्ष्य मौजूद हैं. अभी हाल ही में यह प्रकरण www.cgnetswara.org  के लिए गए एक इंटरव्यू में ग्राम करहिया निवासी और वृद्ध  किसान श्री राम गोपाल वर्मा/लोनिया द्वारा बयान किया गया. उसकी लिंक नीचे दी गयी है. कृपया क्लिक करके सुन सकते हैं और देखें की भारत में प्रशासनिक मनोवृत्ति में कोई बदलाव समझ में नहीं आ रहा है.

Sir/Madam,

       We would like to bring in your kind attention the matter of Mr. Ram Gopal Verma/Lonia from Karahiya village under Tyothar tehsil, Patwari Halka Jamui Kala 31, Circle CHAKGHAT District Rewa (MP). including Mr. Ram Gopal as many as hundreds of the real beneficiaries of the drought was left un-surveyed by the Jamui Kala 31 patwari Mr. Kamlesh Pandey. This matter was kept in front of the Tehsildar Tyothar Mr. Davangan and SDM Tyothar Mrs. Mala Tripathi and also in CM Helpline as well. But despite several complaints and attempt to bring the issues in Govt bodies there were no right solution given to the issues. The real poor beneficiaries were left un-survey without compensation and those who had not sowed any seeds and even those who did not possessed the farmland was given lump sum amount for the drought compensation. One instance is Mr. Maan Singh of the Kankar Panchayat who has some land in Darh Panchayat and that land was not even used for the agriculture and for that land Patwari made compensation amount due to power and pressure. However like Ram Gopal Verma/Lonia and others many even from Karahia and Darh village were not included in the survey list since these poor people did not have power to influence the Revenue dept and Thesildar SDM. similarly many people from Kaitha village such as KEVATs, DWIVEDis, PANDEYs and others who possessed the farm land and even sowed there in Karahiya farmland and has lost all the crops due to the severe drought were not included in the Patwari/Tehsildar survey list.

   This audio interview taken for the CG Net Swara www.cgnetswara.org of Mr. Ram Gopal Verma a poor villager of Karahiya tells all the story. And I am the person who has given to tehsildar SDM tyothar the written complaints and applications including about 33 people from the Karahiya and Kaitha village. Then what happened to this application was never told by the Public grievances redressal system of Rewa. This is indeed unfortunate and pity that despite so much of the problems no punitive or corrective measures are being taken by the Governing body. 

   We demand a fast and resulting inquiry and demand the termination of the Patwari Kamlesh Pandey of Jamui Kala Halka 31 and also demand punitive action against the Thesildar for not taking the written application seriously and not putting in the list of those names who were left un-surveyed in the first lists.

Both my crops were destroyed last year but got no compensation, says farmer...

Ramgopal Verma, a farmer from Karahiya village in Dadh Panchayat in Tyothar tehsil of Rewa district in MP says last year his both crops were destroyed but he has not got any compensation. He alleges that people who paid bribe have got compensation but poor like him are still waiting and their names are not there on the list though revenue inspector visited and promised.        यह एक अन्य प्रकरण पीएमओ के पी.जी पोर्टल में दिनांक ग्यारह 11 जून सन 2016 को रखा गया था. यह प्रकरण कैथा पंचायत की खेत सड़क योजना में जे.सी.बी और मशीन से हो रहे कार्यों के विषय में पुलिस को सूचित करने पर घटना स्थल पर न पंहुचने सम्बन्धी था. वैसे तो यह मध्य प्रदेश के पंचायत एवं ग्रामीण विकास विभाग को फॉरवर्ड की जानी थी पर यहाँ पर पीएमओ द्वारा डीजीपी भोपाल को फॉरवर्ड होनी बताई गयी है..

(रीवा/भोपाल) PMO - प्रधानमंत्री जी भारत सरकार के नाम PG Portal में दर्ज प्रकरण जिसमे रीवा जिले की डायल 100 सेवा और पुलिस व्यवस्था को ठीक करने की माग है

नमस्कार भारत !!!

       

           रीवा पुलिस की स्थिति तो इसी से स्पष्ट हो जाती है की एक महिला के साथ ज्यादती का प्रयास किया गया और वह उससे व्यथित होकर कैथा के सरपंच संत कुमार पटेल और उसके साथियों की खिलाफ गढ़ थाने में प्रकरण दर्ज करवाने गयी वहां कोई सुनवाई नहीं हुई फिर SDOP मनगवां के पास गयी वहां से उसे भगा दिया गया. अंत में जिले के एसपी और आईजी के पास से लेकर कमिश्नर, और पता नहीं मुख्यमंत्री-प्रधानमन्त्री तक कहाँ-कहाँ गयी लेकिन तब तक उसकी रिपोर्ट और एफ आई आर औपचारिक रूप से दर्ज नहीं हुई जब तक कि वह पीड़ित महिला हाई कोर्ट जबलपुर नहीं पंहुंची. उच्च न्यायलय में दो साल बाद पंहुचने के बाद जब हाई कोर्ट ने एसपी और डीजीपी से लेकर सीएस, पीएस और मंत्रालय आदि को नोटिस जारी किया कि तत्काल कारण स्पष्ट करें तब जाकर गढ़ थाने में एफ आई आर क्र. 96/16 गढ़ पुलिस ने दर्ज किया. वह भी सही धाराएँ पुलिस ने नहीं लगाई और 354 के स्थान पर 354क लगा दिया.  बड़ा दुर्भाग्य है यह भारत का. संविधान के नियम कुछ और हैं और उनका अनुप्रयोग वास्तविक धरातल पर कुछ और हो रहा है. शहर के लोगों के लिए अलग और  ग्रामवाशियों के लिए अलग नियम कायदे. यह कहाँ का नियम कायदा है? भारी अंधेरगर्दी है.क्या हर एक सामान्य जीवन यापन करने वाला व्यक्ति, ग्राम के किसी कोने में रहने वाला व्यक्ति प्रताड़ित परेसान होने पर दो साल चार साल तक कार्यपालिका के चक्कर लगा पायेगा? क्या कार्यपालिका के न कार्यवाही करने पर पीड़ित व्यक्ति जबलपुर के हाई कोर्ट या नई दिल्ली के सुप्रीम कोर्ट जा पायेगा? यह सब ज्वलंत प्रश्न हैं जो चीख चीख कर आज भारतीय शासन प्रशासन से जबाब माग रहे हैं. शासन प्रशासन को इनके जबाब ढूँढने ही पड़ेंगे नहीं तो सामाजिक समरसता का बिगड़ना तय है. यही सब बातें सामान्य जनता में शासन के प्रति असंतुष्टि और अवज्ञा लाती हैं. सवाल यह है की यद्यपि मन में भारी असंतोष और गुस्सा जनता में व्याप्त है, पर अब तक तक वह बाहर नहीं आ पाया है. इसके पहले की यह असंतोष और गुस्सा बाहर जन सैलाब बनकर फूट पड़े, एक अच्छे लोकतान्त्रिक शासन व्यवस्था के लिए यह उचित होगा की इसका समाधान पहले ही कर लिया जाये. गलतियाँ पकड़कर सुधारात्मक (और दोषियों के ऊपर दंडात्मक) कदम उठाये जाएँ और दिनों दिन बढ़ रहे भ्रष्ट्राचार और असमानता को नियंत्रित किया जाये.

रीवा पुलिस के हर वर्ष के काम काज का व्योरा -

   चलिए रीवा पुलिस के कुछ कारनामों को आगे बढ़ाते हैं और बात करते हैं इनके कार्य प्रणाली के विषय में. इतना ही नहीं यह तो मात्र इंट्रोडक्शन/प्रस्तावना था और आगे देखिये की रीवा पुलिस ने पिछले पांच वर्ष में महिलायों, बच्चों के ऊपर हो रहे अन्याय, अत्याचार पर कितने प्रकरण दर्ज किये, कुल कितने मामले इनके पास आये? कितनों पर इन्होने एफ आई आर दर्ज की? कितनों पर जांच हुई और कितनो पर कार्यवाही ? यदि इन सबका डाटा निकाला जाए तो सबको जानकर  हैरानी नहीं होनी चाहिए की भारतीय पुलिस व्यवस्था अंग्रेजों के समय से जैसी चल रही थी वैसी ही अभी भी है. भारतीय लोग हमारे देश के बबुसहों और पुलिस के लिए अभी भी कहीं दूसरे गृह से आये हुए जानवर जैसे हैं जिन पर पुलिस अपना रुतवा अंग्रेजों की तरह ही दिखाती है.आखिर 1851 का पुलिस अधिनियम जो है. यह 1851 का पुलिस अधिनियम अंग्रेजों द्वारा भारतीय जन आंदोलनों को कुचलने के लिए और भारतीयों पर राज़ करने के लिए बनाया गया था. यह सब बड़ा दुर्भाग्य का विषय है की उच्चतम न्यायलय कि कई अनुशंसा के वावजूद भी इस पुलिस अधिनियम में आज तक कोई सुधार नहीं हुआ है. वहरहाल पुलिस द्वारा इस प्रकार के पीड़ितों को और अधिक प्रताड़ित करने का सिलसिला बंद होना चाहिए. पुलिस नेतायों, पैसेवालों और रसूखदारों के कहने पर चलती है. किस पर प्रकरण दर्ज करना है और किस पर नहीं जब तक इसकी शिफारिश ऊपर से नहीं आती तब तक यहाँ की पुलिस अपनी अकल और नियम से काम नहीं करती.

रीवा के सरकारी रासन की दुकानों में पचासों हुई चोरियों का क्या हुआ? अपहरण मनगवां थाने के नाक के नीचे से कैसे हो गया? और गढ़ थाना क्षेत्र में मर्डर की घटनाओं में क्यों अब तक कोई सुराग नहीं मिला? - 

   पूरे रीवा जिले में पिछले कुछ महीनों में पचासों चोरियां तो मात्र सरकारी रासन की दुकानों में ही दर्ज करवाई गयीं पर पुलिस ने इन सब पर क्या किया? अभी हाल ही में जिला खाद्य एवं आपूर्ति नियंत्रक श्री एम एन एच  खान द्वारा अवगत कराया गया की पिछले सप्ताह ही मऊगंज एसडीओपी अंतर्गत दो सरकारी राशन की दुकानों क्रमशः डगडउआ और बरहटा में तथा नईगढ़ी थाने अंतर्गत सरकारी राशन की दुकान तेंदुआ में पूरा राशन साफ़ कर दिया गया है. क्या कार्यवाही हुई यह अब तक स्पष्ट नहीं? क्या चोर पकड़ा गया? गढ़ थाने अंतर्गत भी अब तक तीन चोरियां सरकारी राशन की दुकानों क्रमशः बांस, पडुआ और कांकर में फ़रवरी और मार्च महीने वर्ष 2016 में दर्ज करवाई गयीं थी जिसकी की कई सी.एम हेल्पलाइन में शिकायतें भी दर्ज करवाई गंयीं. कोटे में चोरी की घटनाओं के विषय में सी.एम. हेल्पलाइन (181) में दर्ज शिकायतें क्र. 1796748, 1827465, 1845847, 1834909, 1841969, 1848992, 1852550, 1857295, 1863548 आदि हैं. यहाँ तक की गढ़ पुलिस अंतर्गत कांकर पंचायत की सरकारी राशन की दुकान या कोटे में चोरी का अभियुक्त/संदिग्ध जो वहां के कोटेदार द्वारा पकड़वाया गया था वह थाने से कैसे भाग गया? निश्चित रूप से ऐसा संदेह पैदा होना स्वाभाविक है की पुलिस ने ही ले दे कर भगवा दिया होगा. मनगवां अनुभाग के अंतर्गत जितने भी मर्डर और अगवा/अपहरण करने की घटनाएँ हुई हैं उस पर इस अनुभाग की पुलिस ने कितनों पर अब तक सफलता हासिल की? यह कैसे हुआ कि नेवरिया ग्राम के श्री रामविलाश त्रिपाठी के परिजन मनगवां पुलिस अनुभाग और मनगवां थाने की नाक के ठीक नीचे से रात में नौ बजे के पहले ही अगवा कर लिए गए? क्या पुलिस सो रही थी? निश्चित रूप से यदि मुस्तैद होती तो ऐसे आपराधिक तत्त्व वहां थाने के ठीक पास पर कैसे हो सकते थे जो किसी को भी अगवा कर लेते? पहरखा, बांस, और मदरी ग्राम जो की गढ़ थाने के अन्तरगत ही आते हैं यहाँ अभी भी तीन मर्डर मिस्ट्री बनी हुई हैं. इन सबमे क्या हुआ? गढ़ पुलिस ने कुछ में तो आत्महत्या घोषित कर दिया. शायद ज्यादा कागज़ी कार्यवाही से बचने के लिए यह एक अच्छा तरीका होता है की अमुक व्यक्ति ने सुसाइड कर लिया.

शराब गांजा के अवैध व्यापार में लगाम के विषय में रीवा पुलिस ने क्या किया?   

        शराब गांजा बेचने वालों को यदि पुलिस की सह नहीं मिल रही होती तो भला इतनी शिकायतों के वावजूद भी कैसे उन पर कार्यवाही नहीं होती? हमारे द्वारा इस सन्दर्भ में सी.एम हेल्पलाइन सहित राष्टीय मानवाधिकार आयोग नई दिल्ली में भी प्रकरण को रखा गया. इस सन्दर्भ में देखें सी.एम हेल्पलाइन की कुछ शिकायतें क्र.  897644, 899288, 902251, 1886253, 1969536 आदि. पुलिस की नाक के नीचे अवैध शराब गांजा का व्यापार दिन दहाड़े चलता रहता है. कई ऐसे प्रकरण आये हैं जिनमे पुलिस के कर्मचारी अधिकारी स्वयं भी शराब के नशे में ड्यूटी के दौरान पाए गए हैं. क्या ख़ाक यह पुलिस अपराध रुकवाएगी जब स्वयं भी अपराध में संलिप्त है. और तो और सामाजिक कार्यकर्ता शिवानन्द द्विवेदी द्वारा कैथा के श्री हनुमान मंदिर के पास पुलिस की ही सह से सौ पाँव अर्थात दो पेटी देशी/विदेशी शराब ले जाते हुए दो तस्करों को पकड़वाया गया था. उस पर भी पुलिस जब समय पर नहीं पंहुची तब जाकर एसपी को कॉल करना पड़ा और तब उसने टी.आई आर एस ठाकुर को दौड़ाया. उस पर भी न ही तस्करों की बिना नंबर की बिके पर कार्यवाही हुई और न ही तस्करों को जेल जाना पड़ा. मनगवां, गढ़ और लालगांव के स्थानीय शराब ठेकेदारों की मदद से और पुलिस की सह पर यह सब चल रहा है.

एसपी रीवा जिंदल को काल करने पर गढ़ के पुलिस टी.आई और अन्य
 ए.एस.आई. सिपाही जो मौके पर पंहुचे - यहाँ पर लिखा पढ़ी करते हुए 

 इन्ही कई प्रकरणों को सामाजिक कार्यकर्ता द्वारा श्रीमान अध्यक्ष महोदय रास्ट्रीय मानवाधिकार आयोग नई दिल्ली एवं राज्य मानवाधिकार आयोग भोपाल के पास भी रखा गया था जिस पर क्या हुआ अथवा क्या हो रहा है कोई लिखित जानकारी नहीं आई. निश्चित तौर पर अंत में आम जनता के लिए मानवाधिकार आयोग ही एक ऐसी एजेंसी है जहाँ पर व्यक्ति के मूलभूत मानवाधिकार के उल्लंघन के विषय में कुछ हो सकता है पर यहाँ भी निष्क्रियता के हावी होने से कभी कभी बहुत इंतज़ार करना पड़ता है.

रीवा जिले में डायल 100 सेवा की स्थति दयनीय, कम से कम मनगवां अनुभाग में ज्यादातर कॉल/डायल खाली-

   रीवा जिले की  डायल 100 सेवा का भी थोडा जिक्र हो जाये. अभी अभी मध्य प्रदेश शासन ने एक बहुत ही अच्छी और सुगम पुलिस व्यवस्था प्रारंभ की जिसका नाम डायल 100 रखा गया. सी.एम हेल्पलाइन (डायल 181) और फायर ब्रिगेड (डायल 108) आदि की तर्ज़ पर यहाँ पर 100 नंबर पर कॉल करके इमरजेंसी में पुलिस को बुलाया जा सकता है ऐसा शासन का तर्क है. पर रीवा जिले में यह भी सेवा लगता है की लकवाग्रस्त हो गयी है. गढ़ थाने में कई बार हमने स्वयं भी इस व्यवस्था का उपयोग किया और वही सब डायल १०० के शिकायत क्र. भी नीचे प्रधानमंत्री जी को लिखे पत्र में दिए गए हैं (यहाँ भी देखें  - P16153010818 दिनांक 01/06/2016, P16145006840 दिनक 24/05/2016, P16145002244 दिनांक 24/05/2016, P16131013957 दिनांक 10/05/2016, P16032754124 दिनांक 27/03/2016, P16032753889 दिनांक 27/03/2016, P16032542882 दिनांक 25/03/2016, और  P16031687206 ). पर इन सभी डायल 100 के प्रकरणों पर क्या कुछ हुआ? कुछ विशेष नहीं. पुलिस 100 डायल करने के बाद देर-सबेर आती तो थी पर करती कुछ नहीं थी. जबकि कई ऐसे गंभीर मामले रहते थे जिनपर सीधे सीधे प्रकरण कायम किया जाना चाहिए था. पर पुलिस मात्र पिकनिक मनाने आती थी और जुगाढ़ करके पिकनिक मना कर चली जाती थी. बड़ा ही दुर्भाग्य है देश का की जब तक यह सब प्रशासनिक व्यवस्थाएं बिना  किसी के कहे नहीं सुधरेंगी जब तक ये जनता की गाढ़ी कमाई खाने वाले कर्मचारी अपनी जिम्मेदारी अपने आप नहीं समझते तब तक कहीं कुछ नहीं होगा चाहे जितना भी प्रयाश कर लिया जाए. हाँ यदि दंडात्मक कौर कड़े कदम उठाये  गए तो बहुत कुछ हो सकता है. क्योंकि एक दो अफसर यदि ठीक रहेंगे भी तो जब पूरा सिस्टम ही भ्रष्ट और चरमराया है तो कहाँ कुछ होगा. यदि एक दो थानेदार या एस पी ठीक कार्य भी करते हैं तो रसूखदार और नेता लोग अपना रुतबा और अपने आदमी बताकर मामलों को रफा दफा करवा देते हैं ऐसे में किसके पास इतना समय और पैसा है की हाई कोर्ट और सुप्रीम कोर्ट का चक्कर काटता फिरेगा की उसका प्रकरण दर्ज हो जाये और कार्यवाही हो. ऐसे में आम और गरीब जनता थक हार कर स्थितियों से समझौता कर लें दें कर शांत हो जाति है. यह सब इस देश की व्यवस्था को नष्ट कर रहा है. ऐसा लगता है की भ्रष्ट्राचार और पोलिटिकल/राजनीतिक हस्तक्षेप के तौर पर यह देश सौ दो सौ साल पीछे जा रहा है. इस सब में सुधार लाना होगा नहीं तो संभव है की जनता हताश होकर थक हार कर यदि कानून अपने हांथों में लेना प्रारंभ कर देगी तो इस लोकतंत्र की स्थिति और गंभीर हो जाएगी जैसा की कुछ क्रांतियाँ अभी हाल ही में पिछले एक दसक के अन्दर अफ्रीका और अरब देशों में हुई हैं. सरकारों और प्रशासकों को इसके विषय में अब बहुत गंभीरता से सोचना होगा.....

Sir/Madam, I would like to bring your kind attention the malfunctioning of the Dial 100 service in GARH police station under Mangawan sub-division in Rewa MP. In the subject line above several cases of Dial 100 reported but Garh police did not act on the time and even did not take any actions at all in most of these Dial 100 complaints. In the subject line above is the details of all the dial 100 complaints with its number and dates. I would ask Govt of Madhya Pradesh state to review the Dial 100 service in Rewa district and especially in Garh Police station. Dial 100 is an emergency police service and if it comes 6 hours after or it does not come at the incident place at all then what is the significance of such emergency police service. Even after introducing the Dial 100 service the law and order situation under Mangawan SDOP has not changed much. In last six months the cases of theft and robbery in controlled rate Govt shops in BANS, PANDUA and KANKAR under the Police station Garh has increased and the gangs are still to be trapped. The cases of muder in MADARI, BANS and PAHARKHA and Garh region also were reported in last 8 months. The cases of kidnapping were accomplished under the eyes of Mangawan TI and SDOP from very near to the Police stations of MANGAWAN where the kidnappers kidnapped some Mr. Tripathi of NEVARIYA village under Garh Police station. The crimes against women also have increased under the MANGAWAN sub-division and under PS Garh. One of the dial 100 complaints P16153010818 dated 01/06/2016 relates to the crimes and misbehaves against women. Mrs. Ram Naresh Patel from SORAHWA villages was abused by the RAMANUJ KEVAT S/o RAMESHWAR KEVAT of Kaitha village. Even after dialing 100 the Garh Police did not reach on the time and asked the victim Mrs. Patel to visit the police station in the night which is a clear violation of the fundamental rights of the women in India constitution. Looking into all facts mentioned pointwise above we would demand to the Prime Minster of India to direct Mr. Chief Minister of Madhya Pradesh state to review the service of the Dial 100 in Rewa district and especially in Mangawan sub-division and Garh police station. Based upon my own experience as an societal activists, I have to say that Dial 100 service is almost failed in Mangawan sub-division and must be reviewed. Also the guilty must be punished. An immediate action need to be taken and guilty police officials and under Mangawan sub-divisions need to be transferred as soon as possible and a new team need to be attached so that the law and order situation could be improved. Based on my own experience and the instance iterated above, it is very much evident now that the present police officials are not discharging their duty properly. Also besides replacing the police officials another important thing need to be considered to maintain the law and order situation is to take the feedback of the NGOs and general public for how to improve the police service better in rural areas. नमस्कार भारत !!!

         जिस प्रकार मानव के साथ अत्याचार हो रहे हैं वैसे ही आज जीव जंतुओं के साथ भी अत्याचार हो रहे हैं. उनको भोजन के तो मारा ही जाता है पर जो जंगली जीव आज संवैधानिक रूप से प्रतिबंधित और संरक्षित  की श्रेणी में आते हैं उनको भी मारा जा रहा है. रीवा के जंगलों में नीलगायों, खरगोश, जंगली सूअर आदि का शिकार माफिया द्वारा वन विभाग के कर्मचारियों की सांठ गाठ से आज आम हो चुका है. दर्ज़नों फोटो विडियो, और ऐसे सबूत मौजूद हैं जो इस बात को चिल्ला चिल्ला कर बयां कर रहे हैं... जंगलों की अवैध कटाई, जंगली क्षेत्रों में अवैध उत्खनन, यह भी कोई नई बात नहीं है. सैकड़ों आरा मशीन हैं जो बिना लाइसेंस के चल रही हैं. खनिज विभाग का उत्खनन भी आज वन विभाग की ढाई सौ मीटर की रेंज के अन्दर हो रहा है. पर रीवा में इन सबकी अति हो चुकी है. जिन मामलों को वन विभाग के पास रखा जाता है उन पर भी कोई संज्ञान या कार्यवाही नहीं होती है. मध्य प्रदेश शासन द्वारा जनता की समस्याओं के निवारण के लिए दिल्ली की नक़ल पर चलाई गयी सी.एम. हेल्पलाइन पूरी तरह से खत्म हो चुकी है और एक फ्लॉप शो है. सी.एम. हेल्पलाइन मात्र एंटरटेनमेंट का साधन बस है इसके अतिरिक्त कोई भी गंभीर प्रकरण का कोई भी समाधान इसमें संभव नहीं है. ऐसे ही हमने सैकड़ों प्रकरण सी.एम हेल्पलाइन में  दर्ज करवाए पर कोई भी उचित समाधान नहीं निकला. यह जो पत्र प्रधानमंत्री भारत सरकार के नाम  पी.जी. पोर्टल की मदद से लिखा गया है वह इसी सन्दर्भ में है. अब तक इन सबमे क्या कुछ हुआ इसका कोई पता रता नहीं है.. फिर भी उम्मीद कायम है... शिवानन्द द्विवेदी (सामाजिक एवं आर टी. आई कार्यकर्ता)

Punitive actions needed also againnst Rewa forest division’s officials CCF/DFO/SDO for NOT taking lawful actions in CM helpline complaints and other written complaints dated – 29/06/2015 and 29/03/2016. Sir/Madam, Due to increasing forest offences in Sirmaur range of Rewa division we demand an immediate action and immediate removal and suspension of the forest officials seated in Sirmaur range and it’s all four sub range LALGAON, PATEHRA, SIRMAUR and TEOTHAR. The following charge sheet I hereby lodging against Sirmaur range forest officials and all of its four sub range: 1) The heavy illegal cutting down of the trees and plants that include medicinal plants taking place in all sub range LALGAON, PATEHRA, TEOTHAR and SIRMAUR itself. Forest officials such as Ranger Sirmaur Mr. Bajpayee, Deputy ranger LALGAON Mr. K K Pandey, Deputy Ranger PATEHRA Mr. Samayraj Chaudhari, Deputy Ranger SIRMAUR Mr. Shukla, and Deputy Ranger TEOTHAR Mr. LAL BIHARI SINGH, all are informed about illegal deforestation but no action taken by the Sirmaur ranger so far. 2) Heavy mining in all Sirmaur range area taking place. For instance in all sub range of LALGAON, PATEHRA, TEOTHAT and SIRMAUR we have enough proof to support our charges. 3) Illegal killing of forest animals also taking place in Sirmaur range and all the sub range are involved in this forest offences. We have again enough proof to show that Neel Gaye and Rozh was killed by the Mafia. 4) Illegal transportation of minerals such as stones, sands and other stone plates taking place inside the Sirmaur forest range. We have photos and videos to support our allegation. All the forest officials starting from CCF, DFO, SDO, Ranger and Deputy Rangers and also MUNSI and Forest GUARDS are involved in these illegal offences. 5) In RTI obtained dated 01/12/2015 at the office of Ranger Sirmaur, the new forest offences are revealed where about 10 lakhs of the plantation project, under Lalgaon sub range and in KANKAR and PANGADI beat, was only accomplished in papers and on the grounds no plantation is done. During an investigation which was also vedographed and photographed only 10 to 15 percent of the plants are seen in almost dead situation. 6) Wildfire was reported in almost every range of Rewa forest division and nothing was done by the CCF, DFO, SDO and Rangers of the Rewa forest divisions to prevent or to stop the wildfire. This matter was reported in several local and national newspapers and in TV channels. No action was taken to stop wildfire. In this wildfire many important medicinal plants as well as large scale forest burnt down. For other points please refer to the enclosed PDF file. (रीवा/भोपाल) PMO - प्रधानमंत्री जी के नाम PG Portal में दिलीप बिल्डकोन कंपनी के रोड निर्माण से होने वाले प्रदूषण को रोकने के लिए दिया गया पत्र

नमस्कार भारत!!!

       यह प्रकरण एक पहले जैसा ही है इसमें प्रधानमंत्री महोदय से अपील की गयी है की रीवा में चाकघाट से मनगवां एवं कटरा से क्योटी तक बनने वाली रोड में प्रदूषण सम्बन्धी जांच और सही मापदंडों का पालन किया जाये जिससे रोड के किनारे बसे हुए लोगों की ज़िन्दगी को नरक होने से रोका जा सके. और संबंधितो पर नियम के उल्लंघन पर जुर्माना और दंड लगाया जाये.
        ज्ञातव्य हो की इन सडकों के किनारे बसे हुए लाखों लोगों का जीवन नरक जैसा हो गया है. रोड पिछले दो वर्ष से अधिक समय में भी बन कर पूरी नही हो पाई है और चाकघाट से मनगवां तक रोड के किनारे भी चलना खतरों से खाली नही है. स्वांस सम्बन्धी बीमारियाँ सड़क के किनारे बसे हुए लोगों में आज आम है. आखिर इसकी भरपाई कौन करेगा? मानाकि सामान और मटेरियल की क्षति का तो पैसा और मुआबजा दिया जा सकता है पर लोगों को जो जानलेवा बीमारियाँ फ़ैल रही हैं उसकी क्या भरपाई पैसे और धन से हो पायेगी? इस प्रकार बहुत से ऐसे विचारणीय बिंदु हैं जिनपर तत्काल प्रभाव के साथ कार्यवाही होनी चाहिए और सबसे पहले यह अधूरी पड़ी रोड जल्द से जल्द निर्मित होनी चाहिए और निर्माण के दौरान सभी प्रदूषण सम्बन्धी मापदंडों का पालन होना चाहिए. दिलीप बिल्डकोन ने इस क्षेत्र में प्रदूषण के किसी भी मापदंड का पालन नहीं किया है. धुआंधार तरीके से क्रेशेर में विस्फोट किये हैं, रोड में पानी का छिडकाव नहीं हुआ है.  इस कंपनी की कार्य प्रणाली को लेकर दर्ज़नों केस फाइल हो चुके हैं और कई जनहित याचिकाएं लग चुकी हैं पर इन सबमे अब तक क्या हुआ? क्या कोई जुर्माना और दंड इनको दिया गया?.... Grievance Description	:	Dated: 30/05/2016, Place: REWA (MP) --------------------------------------------------------- To, The Prime Minister of India, New Delhi, INDIA. ---------------------------------------------- Subject – The Road Construction Work by Dilip Buildcon Pvt. Ltd. Company is CAUSING POLLUTION PROBLEM on and near the residence areas of construction sites of KALWARI TURN --- KEOTI SIRMAUR ROAD via LALGAON and MANGAWAN-CHAKGHAT via GANGEV SOHAGI at REWA (MP). Sir/Madam, I would like to bring into your kind notice a Road development work carried out presently by the DILIP BUILDCON COMPANY PVT. LTD. in REWA district of Madhya Pradesh State. The contract of the road development work is from location: KALWARI TURN -- KEOTI-SIRMAUR ROAD via LALGAON and MANGAWAN-CHAKGHAT via GANGEV SOHAGI in Rewa MP. The problem is as the following: 1) The Crasher work carried out by the Dilip Buildcon Pvt. Ltd. at the PANGADI and SOHAGI-KATARA area near BHATHAWA (MADARI), HINAUTI, DADH, LALGAON, Katara, Kalwari, GARH, SOHAGI, GANGEV and other mid area villages etc is causing pollution problem for the nearby innocent public when the explosion are carried out by the crasher machines and mining. 2) As the road are being constructed, NO water is used by the Dilip Buildcon Pvt. Ltd to suppress the dust of the road which again causes a huge amount of dust to pollute the nearby villages and thus there are dangerous breath related and lungs related diseases are seen among the public community nearby the construction sites. 3) The other problem includes the dust destroying the crops near the farmland of the road sides which resulting the less productivity of the crops and thus the farmers are suffering the loss in their crop farming. Thus there are mainly three above mentioned problems due to the road construction work at the mentioned sites which need to be corrected for the good health of the public. Grievance Description	:	Dated: 03/06/2016, REWA (MP). --------------------------------- To, The Prime Minister of India, Govt of India. New Delhi. India. ------------------------------- Subject – Regarding Audit Reports of All societies in REWA district. We demand to Comptroller and Auditor General (CAG) Audit report of all cooperative societies of Rewa district of Madhya Pradesh among other points given below. Huge corruptions are recorded in cooperative societies in Rewa. Sir/Madam, Please see the following points and arrange fast enquiry team to investigate all cooperative societies working in Rewa MP. 1) AUDIT REPORTS of all cooperative societies working under District Cooperative Bank Ltd REWA (Zila Sahakari Bank Maryadit Rewa) should be investigated properly. Chartered accountant usually makes the Audit report but the actual audits are NOT done in register and in written record. These problems could be seen in more than 75%of the cooperative societies in Rewa. Please set a proper enquiry team to investigate the actual audit register and actual audit reports of each financial year in all cooperative societies affiliated under District Cooperative Bank Ltd REWA MP. 2) WHAT is the borrowing limit of all Kisan Credit Card (KCC) Holders? How much amount one can take in his KCC? 3) CROP COMPENSATION and CROP INSURANCE- Why the lists of Crop insurance of all beneficiaries are not displayed in notice board in all concerned societies? Many farmers do not know what the crop insurance is and how it works. The reason behind this is that the society manager of the related cooperative banks does not reveal this information to the farmers. Crop insurance related information are kept in dark by the society manager and cooperative banks. 4) Many times a one acre farmer gets 1 lakh and 10 acre farmers also gets 1 lakhs in his KCC. This difference is not clear that why the society does that. Society manager’s role is biased. All KCC in Rewa division need to be verified and rechecked and all the borrowing limits of the KCC holders must be reviewed timely. The rules and laws should be equal for every caste and creeds. Law can’t distinguish between caste and religion or rich and poor. Under Java tehsil in Panwar society, the frauds had been reported earlier. However, so far no concrete action has been taken. Dabhaura society case is another example of fraudulent act inside the society system. We would ask to the Govt that why similar investigation are not conducted in other societies? Its complete lack of transparency in the societies and in cooperative banks. 5) DROUGHT SEASON 2015-16: during the year 2015-16 severe drought affected to the state’s farmer. Their productivity affected severely and they lost all they had in their home. There were drought compensation by the Govt of India and Govt of MP. Many farmers listed in the drought compensation. Firstly this drought compensation was to be given by the Tehsil level but when Tehsils failed to do the same compensation distribution was given in hands of cooperative societies. Its reaching about one year now and entire compensation has not been yet distributed to the beneficiaries. Why nearing about one year the crop drought compensation of the damaged crops has not yet been distributed? 6) KHAAD (Fertilizers) BEEJ (seeds) weight is lesser than the Prescribed: - The weight of the KHAAD (fertilizers) and BEEJ (Seeds) are usually five to ten kilogram lesser in weight when it is picked up from the society shops. One case of such was reported in Hinauti Society where Mr. Rajendra Singh is the society manager.
