नमस्कार भारत!!!
यह प्रपत्र अभी हॉल ही में कुछ सप्ताह पूर्व मध्य प्रदेश
के पंचायत विभाग से लेकर मध्य प्रदेश मानवाधिकार आयोग भोपाल एवं प्रधानमंत्री भारत
सरकार नई दिल्ली तक भेजा गया है. यह पूरा प्रकरण PMO PG Portal में भी ऑनलाइन रखा गया है. अपील की गयी है की इस
पूरे मनरेगा के प्रकरण में पूरे रीवा में समग्र जांच की जाये और जितने भी मनरेगा
के निर्माण कार्य पंचायतों द्वारा करवाए जा रहे हैं उनकी गुणवत्ता सहित कार्य की
जाँच की जाये. . आज मनरेगा के कार्यों में पंचायतों में यह ट्रेंड बन चुका है की
कोई भी मनरेगा का कार्य मजदूरों से न करवाकर मशीनो एवं जे.सी. बी द्वारा करवाया
जाता है और मनरेगा के जॉब कार्ड होल्डर्स के नाम से जबरन या की लालच देकर अथवा डरा
धमकाकर फर्जी बैंक खातों अथवा सहमती से मनरेगा के पैसे की निकासी कर ली जाती है.
कैथा पंचायत सहित पचासों गंगेव एवं त्योंथर ब्लाक की पंचायतों में ऐसे फर्जीवाड़े
के प्रकरण आये हैं. सवाल यह पैदा होता है की यदि मनरेगा के कार्य मजदूरों से न
करवाना हो तो सरकार ने मनरेगा अधिनियम ही क्यों बनाया है? क्यों सौ और एक सौ पचास दिन के रोज़गार गारंटी की बात की जा रही है.
कई बार मजदूरों का भी यह कहना होता है की 159 रुपये की सरकार की प्रतिदिन की मजदूरी पर्याप्त नहीं है...जितना काम
उतना दाम का जो जिक्र अधिनियम में है उसके अनुसार कार्य के आधार पर मजदूरी दी जानी
चाहिए परन्तु सरकार अधिकतम मजदूरी 159 रुपये दे रही है. तो यह भी एक समस्या है क्योंकि यह भी बात सत्य है
की इतनी मजदूरी में मजदूर गाँव में कार्य करने के लिए तैयार भी नहीं होते हैं.
क्योंकि कम से कम दो सौ रुपये तो आज उन्हें कहीं भी मिल जाते हैं और यहाँ तक की
औसत मजदूरी आजकल मजदूरों को ढाई सौ रुपये मिल रही है तो देखें की किस तरह सीधा
सीधा औसत मजदूरी के हिसाब से लगभग सौ रुपये का फर्क पड़ रहा है. अब प्रश्न यह
उठता है की यदि कार्य मशीनों द्वारा ही करवाए जाने हैं तो क्यों कार्य स्वीकृत
करते समय चार से पांच गुना का टी. एस. बनाया जाता है. इससे सीधे सीधे सरपंच
और पंचायतों को दो तिहाई का लाभ मिल रहा है. पंचायतों में सरपंच सचिव बनना आजकल
सबसे मुनाफे का धंधा बन गया है. जहाँ करोड़ों रूपये के टी.एस. पास हो रहे हैं वहां
तो आज हर कोई सरपंच और सचिव ही बनना पसंद करता है और इस सब फर्जीवाड़े में जनपदों
और जिला पंचायतों की भी साठ गांठ के बिना तो ऐसे फर्जीवाड़े हो ही नहीं सकते..
गंगेव ब्लाक के जिला सहकारी बैंक मर्यादित बैंक शाखा लालगांव एवं रीवा सीढ़ी
ग्रामीण बैंक शाखा गढ़ में तो ऐसे चौकाने वाले प्रकरण सामने आये हैं जिसमे
हितग्राही के फर्जी बैंक अकाउंट बनाये जाते हैं और सरपंचों एवं सचिवों की बैंक
कर्मियों की मिलीभगत से फर्जी अंगूठे एवं हस्ताक्षर से जॉब कार्ड धारकों के नाम से
मनरेगा की राशि निकाल ली जाती है. इस पूरे प्रकरण में श्रीमान प्रधानमंत्री जी
भारत सरकार एवं मुख्यमंत्री जी मध्य प्रदेश सरकार से अपील की जाती है की समस्त
मनरेगा के बैंक अकाउंट की पूरे रीवा जिले में जाँच होनी चाहिए और यह जांच CBI को दी जानी चाहिए. क्योंकि जब तक सभी मनरेगा के
बैंक अकाउंट एवं उनके withdrawal
फॉर्म की फॉरेंसिक जांचें
नहीं की जाएगी तब तक दूध का दूध और पानी का पानी का पता नहीं चल पायेगा. साथ ही
मनरेगा के कार्यों की निगरानी की एक उच्च स्तरीय टीम गठित होनी चाहिए जिसमे उस
प्रदेश से हटकर अन्य प्रदेश के अधिकारी तथा स्वयम सेवी संगठन एवं NGO सहित रिटायर्ड लोकायुक्त एवं अन्य जाँच एजेंसियों
के सदस्य होने चाहिए. क्योंकि ऐसा देखा गया है की यदि ऐसी कोई भी जांच टीमें
जो उसी जिले अथवा उसी प्रदेश से बनाई जाती जाति हैं वह मिल पट कर मामले का रफा दफा
कर देती हैं इसलिए इस प्रकार की जाँच एवं कार्यवाही से तथा प्रशासन के काम काज से
पूरी तरह से जनता का विश्वास उठ चुका है. आज कोई भी व्यक्ति किसी भी विभाग में
जाकर कोई शिकायत नहीं करता क्योंकि उसको पता है की भारत की ऐसी दुर्दशा हो चुकी है
की जहाँ हलफनामे में दिए शिकायतों पर कोई कार्यवाही नहीं हो रही जहाँ आयोगों
द्वारा अनुशंसित कार्य वर्षों से पड़े हैं धुल मिटटी खा रहे हैं , जहाँ आर टी आई जैसे अधिनियम को भी शासन प्रशासन द्वारा गंभीरता से
नहीं लिया जा रहा है जहाँ शिकायत करता को स्वयं कठघरे में खड़ा होना पड़ रहा है भला
ऐसे देश में शिकायतों से क्या हो सकता है. और यह हमारे इस भारत के लोकतंत्र का
सबसे बड़ा दुर्भाग्य है. आइये उठ खड़े होइए क्योंकि समय बदल गया है! आइये बिलकुल एक
नए नज़रिए से सोचिये. क्योंकि सोच में बदलाव से ही प्रशासनिक कार्यों में बदलाव
संभव है. भाई भतीजावाद और रिश्तेदारी तथा वोट बैंक की नीति छोडनी पड़ेगी. नहीं तो
कोई भी भ्रष्ट्राचार करने वाले को यदि शासन प्रशासन और नेतायों से ही सह मिलती
रहेगी तो सुधार आज से हज़ार साल बाद भी संभव नही होगा. आइये अपनी सोच को बदलिए और
भारत को भ्रष्ट्राचार रहित अच्छे समाज की तरफ अग्रसर करिए. वायदों और प्रोपोगंडा
से कुछ नहीं होता है. जमीनी धरातल पर आइये और भारत की समस्याओं को देखिये उसका
समाधान की दिशा में गंभीरता से सोचिये और गंभीरता से प्रयाश करिए.

Subject – Regarding Mahatma Gandhi National Rural Employment
Guarantee Act (MGNREGA) corruptions in GANGEV Block of REWA district MP. Revoking
the section 40 and 92 of the Madhya Pradesh Panchayati Raj Act against
the guilty Sarpanch and Secretary and other JANPAD officials.
Ref. - Please refer to the list of MGNREGA Panchayati work in
various panchayats such as – AGDAL, KAITHA, HINAUTI, SEDAHA, LOTANI, PANDUA,
BHAUKHARI, MADARI, BANS, PANGADI KALA, GONDARI 27 (in GANGEV block) and KANKAR,
DARH (in TEOTHAR block) given as below and attached with this
complaints/applications.
Sir/Madam,
Below
is given the list of Panchayats in GANGEV and TEOTHAR block where heavy
corruptions are found in MGNREGA and PANCH PARMESHWAR work in REWA district MP.
The
Basis of my allegations/charges is the following:
1) MGNREGA
works in panchayats below are conducted by Machines and JCBs, the proof of
which is available in photos and videos.
2) The
quality of the MGNREGA and Panch Parmeshwar work is of very low level. Only the
money is withdrawn and no work is done of the quality of given standard.
3) There
are fraud muster roll created by these all panchayats and other panchayats in
REWA district. In many cases even the MGNREGA job card holders doesn’t know
when their bank accounts are created and how.
4) Some
of the regional bank such as MADHYANCHAL GRAMEEN BANK Branch GARH, and JILA
SAHAKARI BANK branch LALGAON is mostly involved in this business where the
payments of MGNREGA job card holders are done without the consent of the labor.
5) Some
faults in other regional bank account holders in ALLAHABAD Bank Branch Katra
and UION BANK Branch Gangev has been also reported by some job card holders
where the money are forcibly withdrawn by the related SARPANCH and
secretary of that panchayat. Only very little amount such as 200 or 300 rupees
are given to the MGNREGA labor of that withdrawn money.
6) In
KAITHA panchayat below under GANGEV block of REWA, there were such problems of
MGNREGA payment fraud where DINESH VISHWAKARMA and RAJESH VISHWAKARMA both S/o
Mangal Deen Vishwakarma from Kaitha village reported that panchayat sarpanch
and secretary withdrawn the money from their account and only very little
amount such as 200 rupees were paid to them. While withdrawing the MGNREGA
amount KAITHA sarpanch SANT KUMAR PATEL and Kaitha Secretary ACHHELAL PATEL did
not tell to the labors for what this money was transferred to job card holder’s
account and why. When asked by these MGNREGA labors it was told by the SARPANCH
and Secretary that this is the panchayati maoney which in new system of the
governance first has to be transferred to job card holder’s account and then
all job card holders has to return this money to the Sarpanch and secretaryof
that panchayat. Since MGNREGA labors are illiterate and unaware of the most of
the schemes and system they simply believed that it is true what their sarpanch
and secretary telling. In this way these labors kept giving this MGNREGA money
to the concerned Sarpancha dn Secretary until they were informed that the money
which is transferred in MGNREGA job card holder’s bank account is really job
card holder’s money and that is being paid by the govt for the panchayati work
for which their name is registered to the muster roll.
7) An
independent investigative team MUST be formed to investigate the bank frauds
and bank account frauds of MGNREGA bank account opened in MADHYANCHAL GRAMIN BANK
GARH, JILA SAHAKARI BANK Lalgaon, UNION BANK of INDIA Gangev, and ALLAHABAD
Bank KATAR all in REWA MP. All the transactions from MGNREGA bank accounts must
be investigated. All withdrawal forms and brochure should be seized and a
forensic investigation should be conducted of the signatures and thumb
impressions of the beneficiaries of MGNREGA account holders. Account opening
forms and the signature/thumb impressions on that form should also be
investigated forensically.
8) This
has become very usual business now in the panchayats of Rewa district to
affiliate and add any name in fraud muster roll in order to withdraw the MGNREGA
money. Sometimes some aware labor resists the fraud but despite several
hundreds of the complaints these labors are not heard. This has become now
usual business/practices and in this practices all the MGNREGA officials such
as CEO of ZILA and JANPAD panchayats, Engineers, Supervisors, Panchayat PCOs,
Panchayat inspector, Janpad APO and Sarpanch, secretary are equally
participated. Because if this is not so then why after complaining hundreds of
the time, why these CEOs of JANPAD and ZILA panchayats are not cognizing the
issues. Also several complaints has been given to the collector REWA and in CM
helpline too.
9) The
CM helpline complaints such as: 2059782, 2059520, 1963276, 1963240, 1924026,
1747903, 1747892, 1729333, 1683922, 1665032, 1663295, 1604046, 1602881,
1527006, 1405660, 1357580, 962810, 953471, 550808, 535403, 535325, 487916,
477267, 476973, 282289, 376030, 361498, 326501, 312801, 369615, 313903, 377313,
404165, 271187, 328311, 363160, 256462, 407942, 252545, 295418, 241082, 218281,
278909, 328378, 359718, 395487, 188499 has NOT been addressed correctly. Only
false and misleading solutions are given to able all CM helpline complaints of
Madhya Pradesh Govt. The CM helpline complaints have been become a complete
waste of time and govt resources. The Cm helpline grievances redressal system
need to shut down as it is NOT working anymore. The resolutions of the
complaints are given without proper enquiry and investigations and without
contacting to the complainant.
10) The
MEDH BANDHAN projects in all panchayats below are accomplished by JCBs and
Machines-tractors but the payment is shown in the name of MGNREGA labors by
fraud muster rolls.
11) The
Cattle sheds projects in panchayats also have irregularities. The quality of
the cattle sheds are of bad and low quality.
12) The
materials being used in Cattle sheds and PCC roads are of bad and low quality.
The Sands and other materials are of low quality. The ratios of the
cement/sands being used in these constructions are inadequate.
13) The
KAPIL DHARA well constructions are not up to the standard. The depths of these
wells are inadequate and much lesser than the projected. Many times its seen
that these wells are completed in low depth and the money is withdrawn for just
double of it’s depth. The quality of the material and ratios of the
cement/sands are of low quality.
14) The
more fraud could be seen on the KHET SADAK/Road projects and SHANTI DHAM
projects. KHET SADAK and SHANTI DHAM projects are of low quality. Machines and
JCBs are being used in KHET SADAK and SHANTI DHAM projects in panchayats
however the money is shown to be withdrawn from the labor’s MGNREGA bank
accounts. The materials again being used in these KHET SADAK and SHANTI DHAMs
are of low and base quality. All the KHET SADAK and SHANTI DHAM projects need
to be reviewed.
Similarly all other
panchayati work under MGNREGA schemes are given below. Please set an
independent enquiry team outside from REWA and preferably from Bhopal directly
to investigate all the allegations and charges and while conducting the enquiry
the complainant should also be along with the investigation team.
After comprehensive
investigation a strict punitive measures must be taken to those of found
guilty. Also recovery must be done under the section 40 and 92 of the Madhya
Pradesh Panchayati Raj Act to all of those Sarpanch and Secretary and other
Janpad officials found guilty.
