अपने समाज के दुर्भाग्य और नैतिक/सामाजिक/प्रशासनिक पतन की कहानी बयां करती एक और भारतीय प्रशासनिक व्यवस्था आपके सामने रख रहा हूँ. यह एक आम बात है कि आज के दिनांक में यदि आपको कहीं भी मध्य प्रदेश क्या संभवतः पूरे भारत में कहीं भी अपना नाम गरीबी रेखा के नीचे जीवन यापन करने वालों की सूची में जुडवाना है तो वहां कुछ दलालों से संपर्क कर लें आपको वह सब तरीका बता देंगे की किस तरह से चार छः हज़ार रुपये पटवारी, आर आई और नायब तहसीलदारों को देकर कुछ ही दिनों या हफ़्तों में आप अपना नाम बी.पी.एल. की श्रेणी में जुड़वाँ सकते हैं. रीवा का भी नज़ारा कुछ वैसा ही है. जिला रीवा के मनगवां तहसील का मैं निवासी हूँ. जब मुझे समाज सेवा का भूत सवार हुआ तो मैं सब छोड़-छाड़ कर अपने गृह ग्राम कैथा में ही पंहुच गया और देखा की हम तो पढ़ लिखकर करके विदेश और जाने कहाँ-कहाँ तक पंहुच गए हैं लेकिन भ्रष्ट भारतीय प्रशासनिक व्यवस्था के चलते हमारे तहसील और जिले में स्थितियां कुछ मेरे बचपन जैसी ही थीं (या ये कहें कि मध्यकालीन) जैसा की मैं छोंड कर गया था. तब मुझे लगा की इस सबके लिए कुछ न कुछ अवश्य किया जाना चाहिए. मैंने लगभग सभी विभागों में प्रवेश किया और तमाम मुझे एक ही बात समझ में आयी और वह है मात्र भ्रष्ट्राचार ही भ्रष्ट्राचार. जब मेरी नज़र बी पी.एल के लोगों पर गयी तो मुझे आश्चर्य हुआ की यहाँ तो सब कुछ उल्टा पुल्टा है. जो नौकरीपेसे वाला है, जिसके पास सैकड़ों एकड़ जमीन है, जिसके नपस फोर व्हीलर है और जो बिजनेस कर रहा है और जो अच्छा खासा रसूखदार है उसका नाम तो बी.पी.एल में जुड़ा हुआ है और जिसके पास कुछ नहीं है, न रहने के लिए मकान, न कपड़ा, न भोजन वह अमीरों की श्रेणी में है. यह सब बहुत दुर्भाग्यपूर्ण था. इस सन्दर्भ में अब तक बहुत प्रयास हुए पर रिजल्ट स्पष्ट नहीं हो पाया है. हमारा यही मानना है की प्रयास मात्र अपने हाँथ में है तो वह हो रहा है. बांकी का आप सब स्वयं देखें की इन सब समस्याओं का क्या होगा और क्या किया जाना चाहिए...

INDIA. --------------------------------------------- Subject - Regarding malfunctioning of Revenue Dept. of Tehsil Mangawan (District REWA). Corruptions in BPL Card formation, Corruptions in Revenue Pass Books of land records, and corruptions in the lists of drought and OLA-PALA compensation. ------------------------------------------ Sir/Madam, The allegations/charges are the following: - 1) Tehsildar Mangawan, Nayab Tehsildars, RI of all circles, and Patwari of all Halka demands bribe for making revenue related documents. 2) Nayab Tehsildar Vais was captured by the LOKAYUKTA police of MP for such one act. 3) Nayab Tehsildars and Revenue Inspectors and Patwaris demands bribe for making BPL card. The bribe for one BPL card is about 3000 INR. 4) If some landlords/farmers visit to Patwari and ask for the land passbook then Patwari asks for the money between 500 and 1500 INR. If farmer does not give, Patwari do not deliver land passbook to the Farmers. 5) In year 2015-16 it was severe drought during this period in entire states. While putting the name of beneficiaries in the list of drought compensation the Patwaris and RIs demanded money for doing so. If the money was not given to the Patwari, RIs, Patwari and RIs and Nayab Tehsildar including Tehsildar did not entered many names of the real victims of the drought compensation. It was the case of the entire District Rewa. The complainant has enough proof and several application submitted to those of the real drought victims but those all the names were not entered into the drought compensation lists. 6) During the "Gram Uday Se Bharat Uday" abhiyaan, Mangawan Tehsildrs, Nayab Tehsildars and RIs did not visit to their related fields. Patwari were absent during this abhiyan. There are many people including RAJ KUMAR PATEL S/o UGRASEN PATEL (Kaitha), BAL GOVIND RAJAK (from Misira village of Halka Iteha No. 2) whose Passbooks has not been completed even they have submitted the necessary documents. Tehsildar demands for the bribes for doing the same. 7) Patwaris and RIs do not visit regularly to their Halka in entire MANGAWAN Tehsil. Many times such complaints were put upon the CM helpline of MP Govt but no meaningful actions were taken. The case remains same ans the Patwari RIs are absent in the field and people/beneficiaries are searching for them. 8) Many ration card has been made of the illegible candidates by taking the bribes from them. The real victims, poor people, and eligible candidates are suffering from poverty and Patwari, Tehsildars, Nayab tehsildars and RIs are not listening and they demands money to enter the names in BPL survey lists. Kindly see above all matters and take very strict and punitive measures. The suspension of all these guilty officials to be done immediately to improve the situation and to stop the malpractices.
