Subject – Regarding immediate suspension and removal of Sirmaur Forest officials – Ranger Mr. Bajpayee, Deputy Ranger of all sub-range such as Lalgaon Mr. K K Pandey,  PATEHRA Deputy  SAMAYRAJ Chaudhari,  Sirmaur Deputy Ranger Mr. Shukla and TEOTHAR Deputy Mr. Lal Bihari Singh. Punitive actions needed also againnst Rewa forest division’s officials CCF/DFO/SDO for NOT taking lawful actions in CM helpline complaints and other written complaints dated – 29/06/2015 and 29/03/2016.

Sir/Madam,

            Due to increasing forest offences in Sirmaur range of Rewa division we demand an immediate action and immediate removal and suspension of the forest officials seated in Sirmaur range and it’s all four sub range LALGAON, PATEHRA, SIRMAUR and TEOTHAR.

            The following charge sheet I hereby lodging against Sirmaur range forest officials and all of its four sub range:

1)    The heavy illegal cutting down of the trees and plants that include medicinal plants taking place in all sub range LALGAON, PATEHRA, TEOTHAR and SIRMAUR itself. Forest officials such as Ranger Sirmaur Mr. Bajpayee, Deputy ranger LALGAON Mr. K K Pandey, Deputy Ranger PATEHRA Mr. Samayraj Chaudhari, Deputy Ranger SIRMAUR Mr. Shukla, and Deputy Ranger TEOTHAR Mr. LAL BIHARI SINGH, all are informed about illegal deforestation but no action taken by the Sirmaur ranger so far.

2)    Heavy mining in all Sirmaur range area taking place. For instance in all sub range of LALGAON, PATEHRA, TEOTHAT and SIRMAUR we have enough proof to support our charges.

3)    Illegal killing of forest animals also taking place in Sirmaur range and all the sub range are involved in this forest offences. We have again enough proof to show that Neel Gaye and Rozh was killed by the Mafia.

4)    Illegal transportation of minerals such as stones, sands and other stone plates taking place inside the Sirmaur forest range. We have photos and videos to support our allegation. All the forest officials starting from CCF, DFO, SDO, Ranger and Deputy Rangers and also MUNSI and Forest GUARDS are involved in these illegal offences.

5)    In RTI obtained dated 01/12/2015 at the office of Ranger Sirmaur, the new forest offences are revealed where about 10 lakhs of the plantation project, under Lalgaon sub range and in KANKAR and PANGADI beat, was only accomplished in papers and on the grounds no plantation is done. During an investigation which was also vedographed and photographed only 10 to 15 percent of the plants are seen in almost dead situation.

6)    Wildfire was reported in almost every range of Rewa forest division and nothing was done by the CCF, DFO, SDO and Rangers of the Rewa forest divisions to prevent or to stop the wildfire. This matter was reported in several local and national newspapers and in TV channels. No action was taken to stop wildfire. In this wildfire many important medicinal plants as well as large scale forest burnt down.

7)    In Drought 2015-16, due to lack of water resources such as ponds, water reservoirs and such many forest animals suffered death. Videos and photos of suffering animals were also recorded by some of the local villages and forest dwellers. Forest dept of Rewa division did not do anything to arrange even temporarily the water resources inside the forest areas of Rewa divisions. In this regard under the Wildlife Protection Act we would ask to the PCCF Madhya Pradesh to tell the public that what are governmental prospects for proving the water and grass to the wild animals in Jungle area? Are there some funds given under Wildlife Protection Act for the arrangements of the water resources in forest areas? How many ponds and water reservoirs have been created in Rewa forest division?

8)    In fact we have enough reason to say that wildfire was NOT the natural but provoked by the forest officials of Rewa divisions itself. Since the heavy illegal deforestation, heavy mining and killing of forest animals were reported earlier so that to suppress these offences the Rewa division forest officials provoked the wildfire so that when everything would be declared burnt out where the enquiry could be conducted and who will be found guilty. Because if the cases were not such then why even after several CM helpline complaints and other written complaints with enough proofs the Rewa division forest officials did not take actions?

9)    During the Tendu leaves picking season, large scale corruptions is seen. Rewa forest officials’ takes bribery from the PHAD MUNSI and other tendu leaves pickers and allow them to black market the tendu leaves. We have enough proofs to support our allegations. Under LALGAON sub range, several such offences were reported but no actions taken in these complaints.

10) The payment of MAAN SEWI forest guard assigned under the VILAGE FOREST Societies (Gram Van Samiti) are NOT given on the time. In many cases the payment of these workers are pending for more than six months. Deputy Ranger K K Pandey of Lalgaon sub range demands bribery to allow Guards for the payments.

11) Deputy Ranger K K Pandey of Lalgaon sub range takes bribes from the forest dwellers and other villagers against allowing them to cut down the forest trees and plants, similar cases are there in almost all sub range of Rewa forest divisions. If the cases are not this then why despite so much of the protection and forest officials working in almost all the Rewa division so much of the illegal deforestation and other offences are seen.

Therefore based on our allegations and charges we demand with immediate effect the suspension and immediate removal of the all guilty forest officials of the Rewa forest division.

Subject – Regarding illegal deforestation, illegal killing of forest animals, illegal mining and illegal transportations of mining and forest substances in Rewa division of Madhya Pradesh state.

Ref.- Please refer to the written complaints given to the  DFO/CCF Rewa dated 29-06-2015 and 29-03-2016, CM helpline complaints, letter to the SDM Sirmaur and other Newspapers cutting and copies.

Sir/Madam,

            I would like to bring into your kind notice the above subjected matter of forest related offences that is on high in Rewa division.

Please see the following points:-

1)      Illegal deforestation, illegal killing of Neel Gaye, and illegal mining in forest areas of Sirmaur range was captured in photos and videos by the complainant and shown to the DFO/CCF/SDO/Ranger all of  Rewa but no action was taken by these officials. Each of these are trying to rescue other since if these officials will take up inquiry and take actions their own position will be on danger. All of these will be suspended if they take actions and that’s why none of these forest officials took any actions in my complaints.

2)      In relation to the above matter, written application was submitted to the office of DFO/CCF Rewa dated 29-06-2015, 29-03-2016 and also another complaint in affidavit was submitted to the same office dated 20-05-2016. Another application was submitted to the Ranger office of Sirmaur range and SDM office of Sirmaur dated 13-05-2016 related forest offences but so far no action has been taken in this matter.

3)      To subside the deforestation and illegal cutting down of the forest plants and trees the Rewa division’s forest officials did not care to stop to the fire in various places in Rewa forests such as Dond, Nad Ghat, Jankahai (all in Sirmaur range) and Govindgarh etc. The information of the fire in forest areas was given by mobile, applications, SMS, and through the CM helpline complaints but no action was take by the Rea forest officials and rather I would say that forest official instead rose up the fire in forest areas since the complaints of the illegal deforestation and illegal kiiling of the foirest animals nwere reported several times previously with proofs of the photos and videos so that to hide their corruptions and associations instead the forest oficials of the Rewa region did not care to take fast action to stop the forest fires and which was unfortunate and shame.  In fact in this forest fires many important and rare medicinal plants and trees burned away.

4)      Dated about 17^th of March 2016, on some secret report of the forest dweleing people, the complainant was informed that some mining mafia of the Sirmaur/Pangadi region were mining illegally in the SARAI and PANGADI beat of the Sirmaur range. On this report the complainant visited to see the location in PANGADI beat near KIRAHA NALA. These mines inside the forest areas of PANGADI and SARAI beat of Sirmaur range are locally as the Chhapara and Updaura mines. Indeed the complainant accompanied with the other collegaues discovered and videographed the location of the CHHAPARA mines inside the PANGADI forest areas. This mine was being operated for a long time and during the visit to photographed and videographed this CHHAPARA mine the complainant discovered about 30 to 35 tractor trolley of the GITTI/STONES on that location. Later when this information was passed to the Rewa DFO Mr. Gupta, SDO Mr. A K Sharma, Range of Sirmaur Mr Bajpayee, they said to take action. Please notice that this information was passed to the above mentioned forets officials well advance in time one day before the operation. But Lalgaon Deputy Ranger K K Pandey passed this information to the mining Mafia of the region and was trying to move out all the STONES and GITTI from the said location within that night itself so that their might not be left anything and thus the forest officials would have been proven innocent and complainant would have been proven instead false. But luckly, on the very insistence of the complainant (Shivanand Dwivedi) a team of 4 people consisting of Deputy range K K Pandey, Munsi Anand Chaturvedi, Guard Raghuvendra Pandey and Shivanand Dwivedi dwelled in the night of about 7:30 PM of the same night and found the two tractor inside the PANGADI region of the Sirmaur range where two mining mafaia 1) Tribhuvan Tiwari S/o SUGRIV Tiwari resident of Pangadi, and Birendra Tiwari alias VIREN TIWARI S/o Sugriv Tiwari both from PANGADI (Madari) area were loading the small STONES. The name of the first tractor which passed by the side of road to forest was 35 SONALIKA and another tractor which was still loading the small stones at the very location of the mines at the CHHAPARA was of VIREN TIWARI – named 35 FARMTRAC. The photograps of the tractor was taken in the night, and also some audio recording was also done with Deputy Ranger K K Pandey of the Lalgaon sub range. When this second tractor of VIREN TIWARI was trapped there was nobody at that location and therefore the forest gaud Mr. Raghvendra Pandey using his key of another vechcles started tractor and move towards the residential areas moving away from the forest areas. We had just about to moved and had just travelled about 300 meters of the distance from the mines of CHHAPARA then what we found that the VIREN TIWARI just came out of the jungle area and tried to murmur something with the Deputy range K K Pandey proving that VIREN TIWARI already know the K K Pandey. After making some conversation with K K pandey the deputy ranger of lalgaon Sub range, Viren just climbed up to the driver’s seat and while he was trying to take away the tractor from the forest guard Mr raghvendra pandey the Deputy ranger K K Pandey and Anand Chaturvedi did not stop him showing that it was preplanned activity of the Deputy ranger K K pandey and his other officials. At one point of time even the mining mafia of the region even try to attack to the social activists Shivanand Dwivedi which was unfortunate event since dwelling in night in forest areas without any protection and without enough force was the judgment made by deputy ranger K K Pandey. Therefore, I would like to ask to the PCCF and other forest officers to take this matter into your cognizance and take immediate and punitive measures against those of guilty officials. So far none of the tractor are captured and no action has been taken by the forest officials of Rewa region.

5)      The following CM helpline complaints No. 2089301, 1960527, 193006, 1921718, 1919170, 1906829, 1904264, 1903493, 1901190, 1866486, 1832163, 1124794, 1109470, 1091167, 1089417, 1071920, 1054059, 1031416, 1029963, 1029498, 1029457, and 641418 were lodged to the CM helpline portal on 181 but so far none right solution has been given to any of these question marking the relevance of the CM helpline itself. Please take CM helpline complaints seriously otherwise we shall move to the High court of Jabalpur to seek the justice.

Therefore on given evidences and mentioned points I would like to demand a fast and immediate action in my CM helpline complaints as well as in all of my written complaints on the rising forest offences in Rewa divison and especially in the Sirmaur forest range.

In public interest and in interest of saving the eco-systems and our environments, We  demand that all the forest officials of the Rewa region must be transferred as soon as possible and an high level enquiry team chairing from the Bhopal and New Delhi should be considered and intensive enquiry should be conducted of the Rea forest areas. Also this enquiry team must see all the pending forest offences and must take strict punitive measures on those of all guilty officials. Also the enquiry team must contact to the complainant and should take along complainant to investigate the forest offences and no complaints should be closed without the sign of the complainant.

If our problems will not be heard we plan to move to the High court of Jabalpur in next step within 30 days.

6)      Photos, Audios, and Video recordings in DVD of some of the recorded forest offences in Sirmaur range of Rewa division.

Subject – The Road Construction Work by Dilip Buildcon Pvt. Ltd. Company is  CAUSING POLLUTION PROBLEM on and near the residence areas of construction sites of KALWARI TURN <---> KEOTI SIRMAUR ROAD via LALGAON  and MANGAWAN-CHAKGHAT via GANGEV SOHAGI at REWA (MP).

Sir/Madam,                

         I would like to bring into your kind notice a Road development work carried out presently by the DILIP BUILDCON COMPANY PVT. LTD. in REWA district of Madhya Pradesh State. The contract of the road development work is from location: KALWARI TURN <--> KEOTI-SIRMAUR ROAD via LALGAON and MANGAWAN-CHAKGHAT via GANGEV SOHAGI in Rewa MP. 

    The problem is as the following:

1) The Crasher work carried out by the Dilip Buildcon Pvt. Ltd. at the PANGADI area near BHATHAWA (MADARI), HINAUTI, DADH, LALGAON etc station is causing pollution problem for the nearby innocent public when the explosion are carried out by the crasher machines and mining.

2) As the road are being constructed, NO water is used by the Dilip Buildcon Pvt. Ltd to suppress the dust of the road which again causes a huge amount of dust to pollute the nearby villages and thus there are dangerous breath related and lungs related diseases are seen among the public community nearby the construction sites.

3) The other problem includes the dust destroying the crops near the farmland of the road sides which resulting the less productivity of the crops and thus the farmers are suffering the loss in their crop farming.

    Thus there are mainly three above mentioned problems due to the road construction work at the mentioned sites which need to be corrected for the good health of the public.

   I would like to request Minister of Environment Forest and Climate Change New Delhi to kindly make in your cognizance immediately above matter of public importance. Thanks.

(रीवा) किसानो की फसल बीमा की राशि, KCC, एवं समितियों की अन्य जानकारी अँधेरे में - अध्यक्ष महोदय मानवाधिकार आयोग भोपाल म.प्र. के नाम दिया गया पत्र

विषय – जिला रीवा के सभी केंद्रीय जिला सहकारी बैंकों के अंतर्गत आने वाली समितियों में ऋणी एवं अऋणी कृषकों की रवी एवं खरीफ फसल की पिछले पांच वर्ष की फसल बीमा सम्बन्धी जानकारी को कृषकों के हित में प्रत्येक समिति के नोटिस बोर्ड में साझा करने विषयक तथा यह जानकारी सूचना के अधिकार के तहत (जो की अधिनियम के अनुसार उपलब्ध करवाई जानी चाहिए थी) उपलब्ध कराये जाने विषयक.

सन्दर्भ- १) जिला रीवा अंतर्गत जिला सहकारी केन्द्रीय बैंक मर्यादित शाखा गढ़, डभौरा, लालगांव, मनगवां आदि से सम्बद्ध समितियों में फसल बीमा के राशि की जानकारी कृषकों को उपलब्ध नहीं कराई गयी तथा इसे नोटिस बोर्ड में कृषकवार नहीं चस्पा किया गया. २) पारदर्शिता का अभाव सम्बन्धी. ३) भारतीय किसानों के मानवाधिकार के उल्लंघन सम्बन्धी.

महोदय,

कृपया विषयान्तर्गत प्रकरण के अवलोकन का कष्ट करें. जिला रीवा अंतर्गत आने वाले जिला केंद्रीय सहकारी बैंक मर्यादित रीवा एवं इससे संबद्ध सभी शाखाओं एवं सहकारी समितियों में पारदर्शिता की कमी पायी गयी है.

सहकारी बैंकों एवं समितियों से सम्बंधित सभी कृषक हितग्राहियों को अँधेरे में रखा जा रहा है. आयुक्त सहकारिता के निर्देश का भी पालन नहीं किया जा रहा है. इस निर्देश के अनुसार सभी ऋणी एवं अऋणी कृषकों की रवी एवं खरीफ फसल के फसल बीमा के राशि की लिखित जानकारी नियमानुसार सभी सम्बद्ध समितियों के नोटिस बोर्ड में चस्पा कराया जाना था एवं सूचना के अधिकार के अंतर्गत इसे नागरिकों को उपलब्ध कराया जाना चाहिए था. परन्तु किसी भी निर्देश का पालन नहीं किया जा रहा है. साथ ही गरीब, अशिक्षित कृषकों को अँधेरे में रखा जाता है. किसानों की पिछले पांच वर्ष में बीमा की कितनी राशि प्राप्त हुई है यह जानकारी भी उन्हें नहीं है. कई बार यह राशि उनके समबन्धित समिति के बैंक अकाउंट में नहीं जोड़ा जाता जिससे कृषकों को इसका लाभ नहीं मिल पाता. सहकारी समितियों में पारदर्शिता का बड़ा ही अभाव है.

राष्ट्रीय कृषि बीमा योजना को अब वित्तीय वर्ष २०१६-१७ से प्रधानमन्त्री कृषक बीमा योजना के रूप में क्रियान्वित किया जा रहा है जिसमे काफी फेर बदल कर सरकार की यह मनसा है की किसानों को उनकी फसल बीमा का सीधे एवं ज्यादा से ज्यादा एवं उचित लाभ दिलवाया जा सके, परन्तु समितियों, बैंकों, एवं राजस्व कर्मचारियों का रवैया किसान हित के प्रतिकूल है.

यही उपरोक्त कुछ जानकारियाँ आवेदक द्वारा सूचना के अधिकार अधिनियम २००५ के अंतर्गत भी कार्यालय सहकारी संस्थाएं रीवा से चाही गयी थी परन्तु सहकारी संस्थाएं रीवा के  द्वारा इसे देने से मना कर दिया गया, जो किसानों के हित के विपरीत किया गया एवं अत्यंत दुर्भाग्यपूर्ण कहा जाएगा.

अतः श्रीमान् अध्यक्ष महोदय मानवाधिकार आयोग मध्य प्रदेश से हमारा अनुरोध है कि  इस जनहित के विषय में हस्तक्षेप कर मध्य प्रदेश सहकारिता विभाग को स्पष्ट निर्देश देने का कष्ट करें कि कृषकों की फसल बीमा सम्बन्धी सभी जानकारी को प्राथमिकता के साथ पब्लिक किया जाए तथा जब भी सूचना के अधिकार अथवा सामान्य आवेदन से भी ऐसी जानकारी चाही जाए उसे कृषक नागरिकों को उपलब्ध करवाई जाये. पारदर्शिता की कमी को दूर किया जाये जिससे किसानों में शासन की विभिन्न योजनायों के विषय में आत्मविश्वास को बढ़ाया जा सके.

विशेष तौर पर जिला सहकारी केंद्रीय बैंक मर्यादित रीवा को स्पष्ट निर्देश जारी करने का कष्ट करें कि कृषकों के फसल बीमा सम्बन्धी जानकारी को तत्काल प्रत्येक समिति के नोटिस बोर्ड में कृषकवार चस्पा किया जाए.

३)      दिनांक १५/०२/२०१६ का जिला सहकारी केंद्रीय बैंक मर्यादित रीवा म.प्र. का पत्र क्रमांक/स्थापना/२९१०, जो की आवेदक को भेजा गया था, की छायाप्रति.

४)      दिनांक १२/०१/२०१६ का आवेदक द्वारा उपायुक्त सहकारिता जिला रीवा को लिखित पत्र की छायाप्रति.

५)      दिनांक ०१/०३/२०१६ का कार्यालय संयुक्त आयुक्त सहकारिता रीवा संभाग रीवा म.प्र. का पत्र क्र./स्था./सू.अधि./२०१६/२५०, जो की सूचना के अधिकार के तहत प्राप्त होने वाली जानकारी को समय पर उपलब्ध न करवाने के कारण अपीलीय प्रकरण दिनांक ०१/२०१६ को आवेदक द्वारा प्रथम अपीलीय अधिकारी सहकारिता विभाग रीवा को  प्रस्तुत किया गया था, के विषय में नियत तिथि में आवेदक के सहकारिता विभाग रीवा के कार्यालय में उपस्थित होने सम्बन्धी आदि की छायाप्रति.

६)      दिनांक ११/०४/२०१६ का कार्यालय विभागीय प्रथम अपीलीय अधिकारी एवं संयुक्त पंजीयक सहकारी संस्थाए रीवा संभाग रीवा म.प्र. का अपीलीय प्रकरण क्र. ०१/२०१६ एवं सूचना का अधिकार क्रमांक/सू.का अधि./२०१६/४३२ की छायाप्रति.
