Subject –
Regarding “failing to take lawful and action” on the time by SDOP MANGAWAN and
TI GARH in various issues of LAW & ORDER in REWA district of Madhya
Pradesh.
Sir/Madam,
In Police
Station GARH under Mangawan SDOP in district REWA MP, the FIRs are not
rgistered by the police officials on time. There are following points on which
strict punitive measures required against these police officials and immediate
transfer needed.
The problems (charge sheet) are as the following on the basis
of which a strict punitive action required:
1)
Under the CrPC 154 of India if a
person visits to any concerned police station the respective police officials
have to write an FIR first and then the investigations are carried out. But
GARH police officials under MANGAWAN SDOP does NOT write the FIR in prescribed
format under CrPC 154.
2) I have myself reported several times
in Dial 100 from my mobile No. 7869992139 for various problems coming across
timely but Garh police most of the time failed to take action, when reported
this to MANGAWAN SDOP V P Singh he did NOT care to take seriously the crime.
3)
As an social activists in the Rewa
area its quite regular that several such issues of the theft, robbery,
treachery, attack to disrobe the modesty of women, attack to the life of the
victim, matter concerning excise dept. such as illegal liquor and Ganja drugs etc.
are confronted quite often. However, putting these complaints in the office of
Garh TI or Mangawan SDOP none of these matters are taken seriously. We have
many such cases to show.
4) Recently dated 31/05/2015 and
04/06/2016 ICDS Anganwadi worker Mrs. RAJ KUMARI PATEL w/o SUGRIV PRASAD PATEL of
the Iteha village under GARH police station in REWA complained in written and
in vocal to the GARH police station about disrobing and attack on her modesty
and stalking about SANT KUMAR PATEL the present Sarpach of Kaitha panchayat
along with his two accompanied Mr. RUKMANI PATEL (Iteha) and SUGRIV PATEL
(AKALSI) but GARH police did not care to register a FIR in prescribed format of
CrPC 154. Later on the interference of High court of Jabalpur in case no.
2308/2016 when several legal notices were sent to the DM, SP, SDOP, TI in REWA
and also the Chief Secretary of CM of Madhya Pradesh and other concerning dept.
of the Madhya Pradesh Govt then only a formal FIR in prescribed format of CrPC
154 was registered in MAY 2016 under the IPC section 294, 354A, 506, and 34
against the accused KAITHA Panchayat Sarpanch SANT KUMAR PATEL, and his two
other accompanied Mr. RUKMANIPATEL (Iteha) and Mr. SUGIV PATEL (Akalsi).

However as mentioned in the
section 4) above the three accused of 354A of IPC are still roaming in
KAITHA-ITEHA and in REWA and Garh Police is NOT interested to present the
CHALAN in the concerned court and arrest these criminals.

It is to be noted that the case
described in above section 4) and 5) is registered in GARH police Station in
FIR no. 96/16.
7)
There are other illegal activities
of overloaded trafficking of heavy vehicles, illegal mining in PANGADI, PANDUA
, SARAI and KANKAR areas of PS GARH takes place quite regularly but despite
several written complaints no actions are taken by the SDOP Mangawan and GARH
TI.

There are also several CM helpline
complaints which are NOT resolved rightly by the Garh Police and SDOP Mangawan.
All CM helpline complaints are closed without enquiry and without the consent
or without making any contact to the complainants. Some of these CM Helpline
complaints registered from my mobile 07869992139 in CM helpline portal 181 of
Madhya Pradesh Govt are: 897644, 899288, 902251, 1781871, 1829052, 1796748,
1827465, 1845847, 1834909, 1841969, 1848992, 1852550, 1857167, 18572295,
1863548, 1886253, 1888961, 1917176, 1947146, 1969536, 1993269, 2008897, etc. None of these CM helpline complaints are
resolved rightly.
9)
In last one year under PS GARH and
under SDOP Mangawan the cases of kidnapping (Nevariya village case of Mr.
TRIPATHI), theft, murder (BANS, MADARI, PAHARKHA etc.), Theft in Govt. KOTA
such as BANS, PANDUA, and KANKAR has increased. None of the above cases of
theft and murder are yet resolved. The regional people are losing the faith
from POLICE in Mangawan division and Garh Police station.
10) The liquor and GANJA are sold out illegally
and without license in almost every villages of the Garh Police station. For
instance refer to the CM helpline complaints mentioned above to know more
details given inside those complaints. For the information I just mention that
in – kaitha, Sorahwa, Hinauti, lauri, Garh, Darh, Lotani, Bhathwa, Madari and
in Bhadauha villages the illegal liquor and Ganja are being sold out. Even the
school students and below the age of 18 years are now under the attack of Liquor
and Ganja which is very unfortunate for the coming Indian generation. This
activity will make future generation directionless and aimless citizen.
Therefore,
having given above information and details of the Police related problems in
the Garh Police Station and Mangawan division, I would like to request Mr. DGP
Bhopal to consider an immediate and punitive action to transfer or suspend
those police officials found guilty in on NOT discharging their duty properly.
PLEASE NOTE – This application/Complaint has
been written in public interests giving the clear view of some of those cases
that happened in GARH Police Station and under MANGAWAN Police division. In
order to maintain the Law and Order situation and to control the crimes in the
region an immediate action is requested.
